Farm Bill MPP-Dairy
Sign-Up Underway
BROOKINGS, S.D. - The
sign-up period for the 2016
Milk Margin Protection
Program for Dairy producers
(MPP-Dairy) is underway
and runs from July 1 through
September 30, 2015 at your
local Farm Service Agency
(FSA) office.
“The MPP-Dairy program
is a voluntary safety net
program established by the
2014 Farm Bill that continues through December 31,
2018,” said Tracey Erickson,
SDSU Extension Dairy Field
Specialist.
Erickson explained
that the program provides
eligible producers with
indemnity payments when
the difference between an all
milk price and average feed
cost (the margin), falls below
coverage levels producers
select on an annual basis.
To be eligible for MPPDairy, operations must
produce and commercially
market milk in the U.S., provide proof of milk production
when registering, and not
be enrolled in the Livestock
Gross Margin for Dairy program (LGM-Dairy).
“Eligible dairy operations
must register for MPP-Dairy
coverage at the FSA office
where their records are
stored,” Erickson said.
When signing up for the
program, producers will
need to supply the following
information.
•A production history
establishment, which is completed on form CCC-781;
•Election of the annual
coverage level and completion of the contract on form
CCC-782;
•Payment of the $100
administrative fee, annually;
and
•Payment of the premium, if there is a premium
owed.
This will be dependent
upon the premium level
selected. An operation must
pay:
1) the premium in full at
the time of annual coverage
election;
2) a minimum of 25
percent of the premium by

February 1 of the applicable
calendar year of coverage
with the remaining balance
to be paid by June 1st of the
applicable calendar year of
coverage.
In mid-August, a collaborative group will host
a meeting to explain the
parameters of the program,
along with showcasing the
recently updated MPP-Dairy
Risk Management calculator.

For the second consecutive year, this group of Vermillion girls qualified for the Great
Four-State Basketball Tournament in Minneapolis, MN. Each of the four states (ND,
SD, IA and MN) has a state tournament and the Top 2 from each qualifies. Last year,
this group won the SD Championship and finished 3rd in Minneapolis. This year,
they fell in the SD State Championship and finished 2nd.

Harvest Could Be
Smaller In ‘16

The state Wildlife Division
wants to make several significant changes for the 2016
hunting season for mountain
lions in South Dakota.
The division’s biologists
will outline their proposals
during the state Game, Fish
and Parks Commission meeting in Aberdeen today and
Friday.
One recommended
change would reduce the
harvest limit.
The limits for the 2014
and 2015 seasons in the
Black Hills were 75 lions
overall or 50 females, whichever was reached first.
Hunters reported killing
21 males and 22 females
during the 2015 season. The
2014 season saw hunters
take 22 males and 31 females.
The recommendation
at this point for the 2016
season is 60 lions overall or
40 females.
The total of 43 lions killed
in the 2015 season was the
fewest in the past five years.
There were 47 in 2011, followed by 73 in 2012 and 61
in 2013.
The other change that
is recommended would set
aside some lion licenses for
non-residents for the first
time.
During the past 10 years
only South Dakota residents
could buy licenses.
The current recommendation would allow 250 licenses
for non-residents. The price
would be $121. There isn’t a
cap on licenses for South Dakota hunters, although they
are restricted to one lion per
year. The resident license fee
is $28.
Other changes being
offered for 2016 would
somewhat reduce the special
Custer State Park hunts.
The commission will
decide this week on a final
proposal. The commission
meets at the AmericInn
conference center, 301
Centennial St. in Aberdeen,
starting at 1 p.m. CT today
and continuing Friday at approximately 8 a.m. CT.
A public hearing on
the commission’s formal
proposal for the lion season
will be held during the commission’s next meeting on
Thursday, Oct. 1, at 2 p.m.
