06 Broadcaster Press February 10, 2015 www.broadcasteronline.com A ‘Legends’ Reminder On Sunday the nomination process began for the new Plain Talk project ‘Legends’ that will give Vermillion sports fans and our readers to decide who the greatest athletes in the city’s history are. But in order for it to happen, The Plain Talk will need your participation and so far it’s been pretty good. Yet, to make this the most comprehensive project around we need ample participation in order to best represent the sports memories of Vermillion High and University of South Dakota fans. Fans of Vermillion will be able to nominate on an individual basis who they feel are the five greatest male and female athletes of all time are from this city. We will collect nominations up until March 31. Then from April 1-14, we will tabulate the nominations. From there we will compile a list of the athletes who received the top 25 most nominations. (all dates tentative and subject to change). That list will then be announced in the April 17 issue of The Plain Talk. From that date through May. 31, fans will then be able to vote for who they think are the THREE GREATEST LEGENDS of ALL TIME in Vermillion. Once the voting ends, we will tabulate those results and throughout the months of July and August we will write stories on, at minimum, those who were selected the Top 5 Legends of Vermillion, on a weekly basis, leading up to the first day of the college sports season at the University of South Dakota. If we get enough votes, we may even extend that to a “Great Eight” series of stories or at max, a Top 10. Thus we will write the stories that you ultimately voted for. Still have your attention? Good. So if you want to nominate who you believe are the great individual athletes in Vermillion history, here is how we will make this the greatest project ever devised and produced in a local newspaper, possibly ever. It will be because it will be the first joint project between readers and writers that we have found. Like I said: You decide the content through your nominations and later, your votes. Then, we write the stories. Total team effort. Here is how we nominate. 1. Nominations should be athletes who played at Vermillion High School or the University of South Dakota. They can also be local athletes who participated in adult rec that did something of extraordinary levels. A famous runner? Bicyclist? Bowler? They can be considered too. 2. You may nominate up to THREEE different people. 3. To nominate you need to include: a. Their school or affiliation b. Known years competed c. Soon after we complete this process we will then tell you how to vote for YOUR Top Three. Remember this first part is simply a nomination process. It is the first step of three: Nominations, Voting, and then the Writing. At one of my previous stops we did something similar to this and it was a huge hit. The goal here is to do something even grander by doing a different series each year. Our early goals are: 2015: Legends-The Athletes 2016: Legends-The Teams 2017: Legends-The Coaches 2018: Legends-The Games 2019: Legends-That Special Moment 2020: Legends: The Greatest Overachievers 2021: Legends: The Upsets In other words? This is only the beginning in what promises to be another of many grand plans we have for Vermillion. But for now let’s just plan on making Feb. 1 – March 15 the first step of many of doing something unprecedented. Let us become… Legendary. We look forward to your nominations. Tax Spinning Its Wheels ORIGINAL WHEEL TAX ORDINANCE REPEALED By Alan Dale The Plain Talk With advice of counsel the Clay County Board of Commissioners voted unanimously to repeal Ordinance #201404 – a wheel tax– originally approved on Dec. 30 due to concerns they made not have property advertised the protocols for citizens to file a petition for potential referendum. The concern focused on protocols being in place that the county had to post in published legals on how those opposed to the wheel tax could go about forcing a referendum on the ordinance. A total of 421 registered, county, voters (5 percent) must sign a petition to ask for a referendum for a vote on the ordinance for such an action to take place. Part of the ordinance read that “the total vehicle tax may not exceed the sum of $16 per vehicle…The total sum of all proceeds from the tax shall be retained by the county and deposited in the county road and bridge fund, to be used only for highway and bridge maintenance and construction.” That verbiage remains as the commissioners then followed up their action by voting to schedule a first reading of the Ordinance #201501, which will now be subject to a first reading on Feb. 24 with a second reading a week later. Once that occurs, the Ordinance will once again by published and can go into effect 20 days later. The hope was to have the Wheel Tax become official this Thursday, but now they will have to wait until at least late March before that can occur. It should not affect the need to be in place by Aug. 1 a date the county determined to allow them enough time for the state to get the wheel tax fees on the motor vehicle registration reminder cards once they are mailed out. The state prepares those cards three months in advance, if it isn’t voted out by county residents. It is hoped for to have in place at least months before that date so that it could be registered with state in due time. Packard said that both state bills that propose new taxes to be levied clearly indicate a connection between counties receiving additional funding and their having a wheel tax in place. “Counties will only get those new funds if they have a wheel tax imposed,” Packard said. “Both of them directly connect the new monies to a wheel tax being in existence in the county.” “That’s the reason why we brought this up in the first place,” commissioner Leo Powell said. “So we could get into compliance for the new money.” Commissioners considered waiting until the former hoped for official date came and went before making a move due to a potential petition being in play and having enough signatures to have the original ordinance voted on for repeal. When the commissioners were asked if they had had anyone come forward with a suggestion on how to come up with a better solution to raise those funds for county highway and road repairs in lieu of a tax being levied they all said no. “Actually I haven’t heard anyone talk to me even about protesting it,” Powell said. “It’s been the other way around where we are 30 years behind and people realize that.” Paul Haase, a Vermillion citizen who has attended discussions for the wheel tax has indicated a desire to file a petition for a vote to repeal. 1210 Trucks 1997 Dodge Laramie SLT Supercab 4x4 3500, black, flatbed, 5-speed manual, diesel.
