Home-style Chicken Stew over Fresh Baked Biscuit, Governors appointed nearly10 percent of the current Legislature’s membership By Bob Mercer State Capitol Bureau PIERRE – Eight of the Legislature’s 105 current members received their seats initially through appointments from Gov. Dennis Daugaard to replace incumbents who resigned. Since he took office as governor in 2011, Daugaard has made 11 appointments to the Legislature. Of those, three lost in the next elections. Two more current legislators were appointed by Daugaard’s predecessor, Gov. Mike Rounds. Altogether there are 10 legislators – all Republicans – currently serving whose lawmaking careers began as gubernatorial appointees. Three happen to hold the three seats for District 32 at Rapid City. Rep. Brian Gosch and and Rep. Kristen Conzet came in appointments by Rounds. Sen. Alan Solano received his seat from Daugaard. Daugaard has dealt with a rash of resignations in the past few years, many resulting from new professional opportunities that became available to the legislators. So, when considering potential appointees, what does Daugaard – who was a three-term senator and was a lieutenant governor eight years before his 2010 election as governor -- seek? “I look for legislators who support small government and fiscal discipline,” Daugaard replied Monday in an email. “I also try to appoint people who are representative of the district. I think I've done that well, as most of my appointees have been reelected and those that lost did so narrowly,” he continued. “Finally, I obviously look for people who are able to commit the considerable time it takes to be a good legislator.” The 2016 session of the Legislature opens Jan. 12. "In recent years, interest in miniature cattle has been gaining across the nation and in South Dakota. With the increasing popularity, South Dakota youth are looking for opportunities to exhibit their miniature cattle, however there are not many show options available," explained John Madison, SDSU Extension 4-H Youth Program Advisor and a member of the State 4-H Beef Committee. To qualify for this division, heifers must meet the standard requirements for all 4-H breeding heifers and be registered in accordance to the rules and regulations of a national miniature cattle breed association. All breeds of miniature heifers will be shown together in 2016. If there are five or more heifers of a certain breed, the committee will separate them into their own division for future shows. "The Beef Committee is currently researching miniature steers and will look into adding a miniature division to the market beef show in the future," said Audra Scheel, SDSU Extension 4-H Youth Program Advisor and a member of the State 4-H Beef Committee.
