Zanter Clay County and Union County FSA Office grain, pulse crops (lentils, chickpeas and dry peas), hay, honey, renewable biomass, fruits, nuts and vegetables for cold storage facilities, floriculture, hops, maple sap, rye, milk, cheese, butter, yogurt, meat and poultry (unprocessed), eggs, and aquaculture (excluding systems that maintain live animals through uptake and discharge of water). Qualified facilities include grain bins, hay barns and cold storage facilities for eligible commodities. Loans up to $50,000 can be secured by a promissory note/security agreement and some loans between $50,000 and $100,000 will no longer require additional security. Producers do not need to demonstrate the lack of commercial credit availability to apply. The loans are designed to assist a diverse range of farming operations, including small and mid-sized businesses, new farmers, operations supplying local food and farmers markets, non-traditional farm products, and underserved producers. To find your local FSA county office, visit http://offices. usda.gov. • Breaking New Ground Agricultural producers are reminded to consult with FSA and NRCS before breaking out new ground for production purposes as doing so without prior authorization may put a producer’s federal farm program benefits in jeopardy. This is especially true for land that must meet Highly Erodible Land (HEL) and Wetland Conservation (WC) provisions. Producers with HEL determined soils are required to apply tillage, crop residue and rotational requirements as specified in their conservation plan. Producers should notify FSA as a first point of contact prior to conducting land clearing or drainage type projects to ensure the proposed actions • Time to Enroll in the 2016 Agriculture Risk Coverage and Price Loss Coverage Program The Clay County FSA and the Union County FSA offices are currently taking signup for the Agriculture Risk Coverage and the Price Loss Coverage (ARC-PLC) for crop year 2016. This year the annual signup ends August 1, 2016; however the office would like to have everyone enrolled for the 2016 program prior to planting beginning this Spring. If a farm is not enrolled during the 2016 enrollment period, producers on that farm will not be eligible for financial assistance from the ARC or PLC programs should crop prices or farm revenues fall below the historical price or revenue benchmarks established by the program. Both offices are about half done with this process, therefore operators who have not been to our office should immediately schedule an appointment or at least schedule an appointment prior to spring planting season. If you are a Union County producer please contact the office at (605) 356-3308 #2 and if you are a Clay County producer please contact the office at (605) 624-7060 #2 to schedule an appointment. • Update your Records If you have any new farm changes for 2016 (such as: sold land, bought land, rented new land, will not be renting, change in rental arrangements, or the land is now owned by a trust) please report these changes to the appropriate County FSA Office right away so we can get the records updated to ensure program eligibility. Other changes may include farm name changes or creating corp. USDA is an equal opportunity provider and employer. • Farm Storage Facility Loans (Grain Storage Loans) Farm Storage Facility Loans (FSFL) are available at the FSA office for the purchase and installation of eligible grain bins, permanent drying equipment, or the remodeling of existing bins. Loans are available up to $500,000. For loans or borrower’s total outstanding loans over $100,000 require a real estate mortgage. With the FSFL program a cash flow, balance sheet and one year of tax returns are needed along with construction estimates. Loans are set up on a fixed interest rate term. The current interest rate on a 7 year loan is 1.625%, 10 year is 1.875 and 12 year is 2.00.
