The following changes were made by the Council in answer to departmental requests. A $300.00 per year across the board salary increase for each employee plus a salary scale adjustment was made. $4,000.00 has been requested by the Street Department for removal of trees killed by Dutch elm disease. Over 300 people attend the Annual Chamber of Commerce Banquet. The recurring theme of “Green and Growing” was the main topic of Dr. Donald O. Clinton. He entertained the audience with humorous parallels to the ingredients’ necessary for progress in Vermillion. On January 26 at 4:30 p.m., the Vermillion Police were called to the USD Book and Supply Store to arrest a person accused of shoplifting. The article was valued at $1.10. Leo’s Lounge will have a “Grand Opening” on February 12th and 13th. After many long discussions about where to set your garbage can for weekly pickup, the City Council finally voted 5-4 that the garbage can may stay on the curb. The City Council passed an ordinance to rezone the area north of Cherry Street and from Dakota Street to Rose Street. The area will be rezoned to permit the construction of apartment buildings. Mr. Tom Urup spoke in support of the ordinance as he is planning the construction of a 96 unit apartment building on the property. The “Adopted Grandparents” program at the Dakota Nursing Home is a huge success. Students at USD have adopted residents of the home as their grandparent. The “grandchildren” visit each week and play cards, dominos, write letters for their grandparent and bring a lot of sunshine into their friend’s life. It’s “Vermillion Beautification Week”. The message sent to all residents and merchants from the Vermillion Chamber of Commerce, Retailers and the Vermillion Civic Council is “Lets All—Clean Up”, “Paint Up”, and “Sweep Up” Vermillion. All residents are urged to cooperate by removing all litter from their property. The Beautification Committee is recommending that the petunia become the city flower as it will stand heat, wind, sun and drought and will bloom until frost. If everyone plants this colorful flower, Vermillion could become known as the Petunia Capital and perhaps even a Petunia Festival could result. The City will collect all trash and rubbish. A report on animals taken from a survey in April shows 17 horses, 1 cow, 10 sheep, and 160 pigs living within the city limits. The new “Territorial Days Room” at the W H Over Museum will be officially opened on May 8th. The new exhibit hall represents days in Dakota Territory. An exhibit of paintings by National known Indian Artist, Oscar Howe, will be opened to the public, and a historical cannon from the U S Army will be presented. The cannon, still in good repair, was used by the army in the 1800’s when it had regiments in Elk Point and surrounding areas. Stan Kenton and his orchestra will be in concert at Slagle Auditorium on May 17th. Bob Lund and Tom Urup are discussing the plans for construction of the new Lund Drug., Inc, a Walgreen Agency that will be constructed adjacent to Piggly Wiggly on Highway 50. The structure will contain 7,200 square feet. An August 1st opening is scheduled. At the City Council meeting last night, the Council voted to appoint a consultant to study the possibility of a new airport for Vermillion. Police Chief Merle Offerdahl was busy telling the children about bicycle safety. The children were enthusiastically asking questions and listened carefully to the Chief ’s answers. The Middle School Building is coming along satisfactorily. Completion date is tentatively set for January 1972. Over nine hundred will receive degrees at the USD Commencement on Sunday. This is the largest graduating class in the history of USD. In the total there are 125 candidates for graduate degrees including 11 doctorates. Larson collection of rare and historic musical instruments at USD is the goal of a newly formed organization. The group proposes to establish a non-profit foundation to provide a permanent home in Vermillion for the collection which has been rated by an expert as “one of the finest collections of musical instruments in the country and possibly the world.” An ordinance that would regulate animals other than pets within the City of Vermillion was put on second reading. If this ordinance is passed, it would be unlawful for anyone to keep cattle, sheep, goats or swine in the City of Vermillion.
