Broadcaster Press 5 September 8, 2015 www.broadcasteronline.com Gov. Daugaard Challenges Board To Raise Habitat Conservation Funds; Pledges To Match Fundraising Goal PIERRE, S.D. – Gov. Dennis Daugaard issued a challenge last week to the South Dakota Habitat Conservation Board to raise $1 million more in private money for habitat conservation. The Governor pledged to match the donations for the South Dakota Habitat Conservation Fund with $1 million in state funds, if the group can meet the goal. “Habitat conservation is important in South Dakota. Through these efforts, we conserve our land, enhance our wildlife population and preserve our outdoor traditions,” Gov. Daugaard said. “With privately raised funds, the $1 million dollar challenge grant and the funding provided by the Legislature last legislative session, we can begin a new legacy of habitat conservation in South Dakota.” The South Dakota Habitat Conservation Fund was established in November 2014 as a result of the Governor’s Pheasant Habitat Work Group. The Fund provides a permanent funding source for wildlife habitat work in South Dakota. Private donors have contributed a total of $425,000 to the Fund in the last year and state government has dedicated $350,000. The Board would need to raise an additional $1 million in private donations to meet the Governor’s challenge. “We are grateful for Gov. Daugaard’s offer to match donations to the habitat conservation fund,” stated Jeff Scherschligt, board president. “We intend to do all we can to rise to this challenge and secure $1 million in private donations to meet the goal.” The Governor made the announcement at the South Dakota Habitat Conservation Board’s first meeting on Wednesday, Aug. 26. Gov. Daugaard recently established the Board to raise money for habitat conservation and administer habitat conservation programs. The 15 board members met in Pierre to approve bylaws, elect officers, assign term limits and discuss communica- tions, financial reporting and the facilitation of two grant programs. The Board will use Fund dollars to award grants to eligible nonprofit organizations that improve or create wildlife habitat in South Dakota. The Board has established two grant categories: small grants from $5,000 and $40,000 and large grants from $40,000 to $100,000. Requests for project proposals will be announced at the end of September and applications will be accepted for consideration from Oct. 1 to Nov. 30, 2015. The Board will hold its next meeting in late October to discuss communications and fundraising strategies. An additional meeting will be held in December to vote on project proposals for funding. Grant awards will be announced by Dec. 31, 2015. Legislative Report From Senator Arthur Rusch, Representing District 17 (Clay And Turner Counties) One of the bills which passed the 2015 session of the South Dakota Legislature was Senate Bill 2 (SB2) which began the process of creating natural resource districts for each of the river basins in South Dakota. The goal is to create water management plans for each of the river basins that would plan for such things as watershed management, drainage, erosion, flood control, reclamation, and environmental protection of the lands in each river basin. SB2 created nine river basin districts taking in the entire state. I was appointed to the Advisory Task Force which is charged with establishing the River Basin Natural Resource Districts. The first meeting of the task force was held on August 13, 2015, in Pierre. Kim Vanneman of Winner was elected as chair of the task force and Representative John Wiik of Big Stone City was elected as vice chair. A number of people concerned with the water development districts appeared and provided testimony including Brad Preheim, manager of the Vermillion Basin Water Development District and TLC Water Project District; Matt McCaulley an attorney for the South Dakota Corn Growers Association; Ralph Schnorr, a Brown County landowner and civil engineer, Jay Gilbertson, Dragons At The Library It’s true that dragons are too seldom, but we’re happy that they will be making a special appearance at the library this fall! The Task Force discussed the various duties that SB2 required that it carry out this year including recommending specific boundaries for each of the nine districts; recommending how to divide each of the districts into three sub-districts of nearly equal population size; recommending a procedure by which the initial terms of the elected district councils should be staggered; and establishing a pilot water management plan for the Red River and Minnesota River District. The Task Force discussed whether the districts and sub-districts should be divided using county lines, township lines, or school district boundaries or whether purely hydrological (water drainage) lines should be used to divide them. The Legislative Research Council staff was asked to have maps and population data available at the next meeting to assist the task force in formulating their recommendation regarding district and sub-district boundaries. The staff will split out the districts as close to the existing voting districts as possible. SB2 excluded Class 1 municipalities (those cities with a population of 5,000 or greater) from the districts but it was agreed that those municipalities and the river basin districts should work together on water management plans. Tribal governments should also be involved in the process. It was felt that there will probably be different management plans for each of the nine districts because many of the water issues will be different depending on the locations; for example the Red River and Minnesota River District will have significantly different needs from the Belle Fourche and Cheyenne River District. Chair Vanneman appointed a pilot water management plan subcommittee consisting of Senator Frerichs, Representative McCleerey, Representative Wiik, and herself to meet with some of the entities in the northeast area to do some ground work to help facilitate the pilot plan for the Red River and Minnesota River District.
