Cold Cut Sub, Peas Townships And Counties Might Gain Some Road Money At Cities’ Expense BY BOB MERCER State Capitol Bureau PIERRE – Township governments would get more money for their roads and bridges under a plan that passed its first test Thursday in the Legislature. The House Transportation Committee voted 8-4 for shifting $1,450,000 from city governments and giving $1,020,000 to townships and $430,000 to counties. The legislation, HB 1137, seeks to change the distribution formula within counties for vehicle registration revenue. The full House of Representatives could consider the bill as early as Monday afternoon. Its prime sponsor is Rep. Mike Verchio, R-Hill City. He is the House Transportation Committee’s chairman. Yvonne Taylor, head of the South Dakota Municipal League, testified against the change, saying she had “about onepoint-five million reasons” to oppose it. “It is very poor public policy to rob Peter to pay Paul,” Taylor said. Townships lobbyist Dick Howard said he tried to get the distribution formula changed during 2015 when the Legislature adopted a package of tax and fee increases for highway and bridge funding. Howard said Sen. Mike Vehle, R-Mitchell, advised him to wait until this year rather than add another issue to the complex negotiations over the 2015 package Vehle is the Senate Transportation Committee and is the lead Senate sponsor for Verchio’s current legislation. One of sets of changes in the 2015 package raised registration fees for large non-commercial vehicles such as farm and ranch trucks and other equipment. “The large increases we think should go toward and maintain the local roads and bridges that are impacted by these trucks,” Howard said. “We have a need out there for additional funding,” he continued, noting that townships have about 2,000 small bridges shorter than 20 feet and many thousands of culverts. The change in the distribution formula would send the increased revenue from the large vehicle registrations to counties and townships where most of the use occurs from those vehicles, according to Rep. Dick Werner, R-Huron. The county commissioners association supports the amended version of the legislation, lobbyist Lorin Pankratz said. Howard said there are 32,000 miles of township roads and $34 million were spent on them in 2014, with approximately $17 million from all vehicle registrations and $17 million from property taxes. “We supported Senate Bill 1 last year. Our rates went up. We got nothing to show for it,” Howard said. He said small towns haven’t really benefited. “The big cities in all of the counties, they get most of the revenue,” Howard said. “I think it’s an extremely fair approach when you consider what vehicles we’re talking about,” Verchio said. Rep. Mary Duvall, R-Pierre, said she “is a little uncomfortable” with the legislation and wants to see the revenue stream for a longer period of time. She voted against the bill.
