USDA Tours USD And Presents $500,000 Grant For Rural
Health Care Project
Representatives from the U.S. Department of Agriculture toured the University of South Dakota Wednesday
and discussed a project that will strengthen health care
services in 24 rural South Dakota communities and give
medical school and nursing students firsthand experience in rural practice and telemedicine.
Telemedicine allows health care professionals to
treat patients through the exchange of medical information over two-way video, email, smartphones, wireless
tools and other forms of electronic communications.
USD’s project, called “A Bridge to the Frontier: Preparing South Dakota’s Future Doctors and Nurses for
Rural Practice," creates new telemedicine connections
that link health education hubs at the USD campuses
in Vermillion, Pierre, Rapid City and Sioux Falls with 24
rural hospitals and clinics throughout South Dakota. It
was made possible by a $499,897 grant from USDA and
$376,000 in matching funds from USD.
“The funds will allow us to build a telehealth video
network linking the university’s resources and educators to health care professionals and students across
the state,” said Cheryl Tiahrt, deputy chief information
officer at USD.
The immediate benefit for rural areas will be opportunities for existing health care professionals to stay
current on the latest best practices over the telemedicine network through USD simulation centers. The
three-year program will also help about 675 medical
school and nursing students become more comfortable
working in a rural environment, which increases the
likelihood they return to those areas to fill the need for
rural health care.
USD’s award was the second-largest of 75 grants
in 31 states from a total of $23.4 million provided by
the USDA Rural Development’s Distance Learning and
Telemedicine program.

The Civil Air Patrol was
founded on December 1,
1941, one week before the
Japanese attack on Pearl
Harbor. It was formed at the
urging of citizens willing to
donate their time and their
private aircraft to patrol our
nation’s vulnerable coastlines
during World War II. CAP,
and South Dakota Wing, was
brought into existence with
the stroke of a pen by Fiorello
La Guardia, then Director of
the Office of Civilian Defense.
Initially under the jurisdiction of the Office of Civilian
Defense and later the Army
Air Forces, CAP pilots flew
more than 500,000 hours performing a wide variety of duties, including coastal patrol
for submarine activity as well
as ships and personnel in
distress, forest and southern
border patrols, target towing
for the armed forces and
courier flights. A vast number
of CAP ground personnel
supported the aviators. In all,
some 220,000 men, women
and youthful cadets served in
CAP during WWII.
On July 1, 1946, President
Harry Truman established
Civil Air Patrol as a federally
chartered nonprofit corporation, and Congress passed
a law on May 26, 1948, designating CAP as the official
Air Force Auxiliary. CAP was
given three primary missions
- emergency services (search
and rescue, disaster relief,
humanitarian assistance),
aerospace education and
cadet programs.
Today, CAP, service
organization made up of
professionally trained civilian volunteers, is a strategic
partner of the U.S. Air Force
and along with the Air Force
Reserve, Air National Guard,
is a member of the USAF’s
“Total Force”.
Today, CAP has a modern,
well-equipped fleet of over
550 aircraft, 950 vehicles and
one of the most extensive
communications networks
in the world that are utilized
daily to fulfil the requirements of our Congressional
mandated missions.
The South Dakota Wing
of the Civil Air Patrol, with
squadrons in Sioux Falls,
Brookings, Rapid City, Pierre,
Custer and Spearfish has
approximately 300 members,
seven light aircraft and 17
multi-purpose vehicles.
These assets are available
to federal, state and county
governments, emergency
responders and law enforcement agencies to perform
search and rescue, homeland security, disaster relief,
humanitarian assistance and
counter-drug missions.
