State Capitol Bureau
PIERRE – TransCanada is nearly finished
hauling away soil from the Hutchinson
County site where the company’s oil pipeline
was found on April 2 to be leaking, an environmental scientist for state government said
Thursday.
Brian Walsh briefed members of the South
Dakota Water Management Board about the
incident. He said the pipeline lost about 400
barrels of oil.
A landowner noticed oil on the surface
of the ground. Within minutes TransCanada
shut down the pipeline, according to Walsh.
“It impacted soil only,” he said.
All of the free oil on the surface had been
collected by the time he arrived on April 3.
Federal regulators gave TransCanada
permission to resume operation of the pipeline on April 9 at limited pressure. The leak
occurred at a weld point between two types

by Gov. Dennis Daugaard:
The late travel writer
Eugene Fodor once said,
“You don’t have to be rich
to travel well.” Here in South
Dakota, we think that’s
especially true. Every year,
our highways and Interstates
are filled with people from
every demographic looking
for something new in South
Dakota. And whether they’re
lifelong residents or visitors
from another country, everyone seems to find memories
to last a lifetime courtesy of
our beautiful state.
You don’t have to be rich
to travel in South Dakota,
but every penny spent on
gas, lodging, food and souvenirs adds up to big impacts
on the local and national
economy. In the United
States, travel is among
the largest private-sector

PIERRE -- May 23 might
be the most important date
on South Dakota’s elections
calendar this year.
It is the final day to
register to vote in the June 7
Democratic and Republican
primary elections for legislative seats and courthouse
positions.
Primaries will decide the
Democratic nominees for legislative seats in four districts
and the Republican nominees for legislative seats in
22 contests in 17 districts.
The primary elections
already are under way. Absentee voting began April 22.
The importance of June
7 is much greater in some
parts of South Dakota.
Primaries will decide
five Republican legislative
contests – two for Senate and three for House of

employers, supporting 15
million jobs in 2014. In 2015,
traveler spending directly
generated tax revenues of
$141.5 billion for federal,
state and local governments,
including $270 million for
state and local governments
in South Dakota.
Because we share the
beauty of our state with visitors from across the globe
while keeping our economy
strong, travel and tourism
make for a win-win situation
in South Dakota. We’re happy
and thankful that others can
discover what we’ve always
known, that South Dakota
is a land of infinite variety
full of great faces and great
places. We’re also grateful
for the economic benefits
that come from hosting our
many visitors, allowing us to
support essential services
and programs throughout
the state.
The benefits of travel
and tourism are too many to
capture in just one column.
That’s one of the reasons I
declared May 1-7, 2016, as
National Travel and Tourism
Week in South Dakota. As the
week comes to a close, let’s
recognize how much our
tourism industry contributes
to our state. Let’s also realize
how fortunate we are to live
in a place that people from
all over the world come to
see. Whether it’s the towering power of Mount Rushmore National Memorial and
Crazy Horse Memorial or a
good cup of coffee and piece
of pie from a small-town
diner, there’s always another
place where you can find
something new, unique and
exciting in South Dakota.

of pipe near a county gravel road.
Walsh said about 12,000 cubic yards of
soil were removed and taken to a Waste Management facility at Glencoe, Minn.
There weren’t shallow aquifers in the area
and the soil featured about 150 feet of till that
had low permeability, according to Walsh.
“That’s a monumental task doing that kind
of cleanup and I’m sure it’s expensive,” Tim
Bjork of Pierre, a board member, remarked.
Walsh replied that the agency where he
works, the state Department of Environment
and Natural Resources, doesn’t track the
cleanup spending in such instances.
Bjork asked whether the company could
find “a leak that small” through its detection
system.
“Those small leaks are the hardest to
find,” Walsh responded. “It depends on the
leak and the detection system.”
He added, “If you had to have a leak, it
was a better spot to have one.”

Representatives -- and one
Democratic contest.
Those nine winners go to
the Legislature without facing a challenge in the November general election.
If you live in those districts, and you want to cast
a vote in who goes to Pierre
from your area, you might
want to consider registering with the political party
holding the primary in the
district where you live.
Otherwise, as a Democrat
or an independent or some
non-Republican affiliation,
you won’t have a voice in
five of those Republican
winner-take-all primaries.
Likewise as a Republican,
you won’t have any say in
the one Democratic winnertake-all primary.
The reality in our state
Capitol is Republicans run
state government. Republicans have super-majorities
in the Senate and the House.
They hold every other
elected position in the Capitol, too.
One of the Republican
splits in the legislative
primaries this spring is the
sales-tax increase that lawmakers approved to boost
teacher pay and property-tax
relief.
If you re-register for the
primaries, you can switch
again for the general election.
Cross-registration might
be the only way that voters
in various districts get any
voice in whom speaks for
them in the Capitol.
In two years, cross-registration likely will become
important statewide. We
haven’t seen anyone clearly
positioned yet as a Demo-
cratic candidate for governor. The Democrat likely will
lose.
But we have two Republicans – Attorney General
Marty Jackley and state Rep.
G. Mark Mickelson – who are
raising serious money for
2018 runs for the Republican
nomination for governor.
There are signs that U.S.
Rep. Kristi Noem could be
the third candidate in the Republican governor primary.
The fact is South Dakota
hasn’t elected a Democrat as
governor since 1974 in Dick
Kneip. Voter registration
trends don’t favor Democrats either.
Depending on the
months, Republicans hold
generally steady or are
slightly rising, while Democrats have fallen sharply
since the 2008 presidential
primary, and independents
climb and climb.
So as a Democrat or an
independent, to have a voice
in choosing the successor
to Republican Gov. Dennis
Daugaard in 2018, you might
want to register temporarily
as a Republican in spring
2018 so you can cast a primary ballot.
The same is true this
spring. More than half of
South Dakota’s registered
voters reside in a legislative district where there is a
primary for one party, or the
other, or both sides June 7.
Next week I’ll run a listing
of contested areas. Meanwhile you also can check the
sample ballot through your
county auditor office.
If for no other reason,
make your mom proud.
