BY BOB MERCER State Capitol Bureau PIERRE – TransCanada is nearly finished hauling away soil from the Hutchinson County site where the company’s oil pipeline was found on April 2 to be leaking, an environmental scientist for state government said Thursday. Brian Walsh briefed members of the South Dakota Water Management Board about the incident. He said the pipeline lost about 400 barrels of oil. A landowner noticed oil on the surface of the ground. Within minutes TransCanada shut down the pipeline, according to Walsh. “It impacted soil only,” he said. All of the free oil on the surface had been collected by the time he arrived on April 3. Federal regulators gave TransCanada permission to resume operation of the pipeline on April 9 at limited pressure. If you live in those districts, and you want to cast a vote in who goes to Pierre from your area, you might want to consider registering with the political party holding the primary in the district where you live. Otherwise, as a Democrat or an independent or some non-Republican affiliation, you won’t have a voice in five of those Republican winner-take-all primaries. Likewise as a Republican, you won’t have any say in the one Democratic winnertake-all primary. The reality in our state Capitol is Republicans run state government. Republicans have super-majorities in the Senate and the House. They hold every other elected position in the Capitol, too. One of the Republican splits in the legislative primaries this spring is the sales-tax increase that lawmakers approved to boost teacher pay and property-tax relief. If you re-register for the primaries, you can switch again for the general election. Cross-registration might be the only way that voters in various districts get any voice in whom speaks for them in the Capitol. In two years, cross-registration likely will become important statewide. We haven’t seen anyone clearly positioned yet as a Demo- cratic candidate for governor. The Democrat likely will lose. But we have two Republicans – Attorney General Marty Jackley and state Rep. G. Mark Mickelson – who are raising serious money for 2018 runs for the Republican nomination for governor. There are signs that U.S. Rep. Kristi Noem could be the third candidate in the Republican governor primary. The fact is South Dakota hasn’t elected a Democrat as governor since 1974 in Dick Kneip. Voter registration trends don’t favor Democrats either. Depending on the months, Republicans hold generally steady or are slightly rising, while Democrats have fallen sharply since the 2008 presidential primary, and independents climb and climb. So as a Democrat or an independent, to have a voice in choosing the successor to Republican Gov. Dennis Daugaard in 2018, you might want to register temporarily as a Republican in spring 2018 so you can cast a primary ballot. The same is true this spring. More than half of South Dakota’s registered voters reside in a legislative district where there is a primary for one party, or the other, or both sides June 7. Next week I’ll run a listing of contested areas. Meanwhile you also can check the sample ballot through your county auditor office. If for no other reason, make your mom proud.
