Lottery Officials Hope EZ
Match Is A Winner

PIERRE – The South Dakota Lottery is preparing to offer
a new product that is a hybrid between jackpot lotto games
and instant-win scratch tickets.
The game, known as EZ Match, would be an added option
for the Dakota Cash lotto game that’s been offered since 1993.
Players who purchase Dakota Cash lotto tickets could
choose EZ Match for another dollar.
The EZ Match winners and losers would be determined
instantly, apart from the Dakota Cash drawings, and EZ Match
prizes could be immediately claimed.
Executive director Norm Lingle briefed South Dakota Lottery Commission members at their April meeting.
“It’s time to do some kind of refresh for that game,” he said
about Dakota Cash
A public hearing on the rules changes needed to add EZ
Match is scheduled for the commission’s next meeting June 2.
The hearing is set for 10:15 a.m. CT at the Capitol, room 412.
Written comments will be accepted if received by June 1.

Lingle said the lottery has been working with IGT on the
addition of EZ Match. The standard Dakota Cash ticket would
remain $1. The EZ Match option would cost an additional $1.
Essentially it would be two games in one transaction for a
total of $2.
Board member Roger Novotny of Fort Pierre asked about
IGT’s test marketing. Lingle said “a number of states” had
already added the EZ Match feature “and had done it with
pretty good success.”
Lingle said sales increased by as much as 20 percent for
the games to which EZ Match was added.
Dakota Cash is a South Dakota-only game. Drawings are
Wednesdays and Saturdays. Players choose five numbers
from a field of 1 through 35 for each draw.
The odds of getting all five correct in Dakota Cash are one
in 324,632, according to the lottery.
The most recent winning ticket was sold in Watertown for
the May 4 drawing. The winner hasn’t been identified publicly
yet. The jackpot was $35,658.
The largest recent jackpot was $223,707, won by Kathy
King of Lesterville in the April 6 drawing.
Few things symbolize South Dakota
and the West better than the American
bison. The tough, stoic mammal has
played an integral part in the history
of North America. While their numbers have dwindled from an estimated
60 million when Columbus landed in
America to less than 500,000 today,
they remain an important symbol of the
American West, including South Dakota.
That’s why, in the middle of Senate
votes, committee meetings and meetings with constituents, I was pleased to
learn the president signed legislation
recognizing the bison as the national
mammal.
In South Dakota, we learn from
a very young age about the role the
American bison has played in our
state’s history, especially for our Native
American citizens. Bison—or Tatanka
in the Lakota language – are sacred
animals for many Native American
tribes. Tribes used nearly every part of
the bison for food, shelter, clothing and
tools, and expressed their gratitude
for the animal through songs, artwork
and in their oral storytelling tradition.
Additionally, the bison represents the
spirit, and the way in which Native
Americans lived their lives. So central
to Native Americans’ lives were the
Tatanka, tribes followed them as they
roamed the Great Plains during their
migration.

U.S. Census of Agriculture estimated
more than 33,000 roaming throughout
our state. Additionally, Custer State
Park is home to one of the largest
publicly-owned herds in the world at
approximately 1,300 heads. This is the
herd that is vaccinated, branded and
checked on each year at the famous
Buffalo Roundup that takes place annually. People from all over the world
flock to our state to get a glimpse of
these majestic mammals.
The bison is an inspiring symbol of
America’s strength and resilience, and
is revered as sacred by many Native
American tribes, whose rich culture
and history plays such an important
role in South Dakota. It is fitting and
appropriate that the bison be adopted
as the national mammal of the United
States. I’m pleased to see the bison join
the American Bald Eagle—which can
often be seen nesting in South Dakota—
as one of our national symbols.

As we all know, the tens of millions
of bison roamed freely before settlers
came to the West, overhunting them
to the brink of extinction in the 1800s.
James “Scotty” Philip, a South Dakota
settler and rancher, purchased five
bison calves from Pete Dupree after
one of the last big bison hunts, and is
credited with saving them from extinction. He received unclaimed land from
the U.S. government along the Missouri
River north of Fort Pierre to be used as
a buffalo pasture. There Philip was able
to grow the herd and help strengthen
the diminishing bison population in the
United States. Bison from his herd were
distributed to State and National Park
systems and other wildlife refuges all
over the country.
The Bronx Zoo and Yellowstone
National Park also cultivated bison
herds in dedicated bison preserves in
the early 1900s, and released them to
the western plains area. They donated
14 bison to Wind Cave National Park in
South Dakota, and those bison helped
populate more herds across the country. Today, conservation efforts continue. The InterTribal Buffalo Council,
founded in 1991 in the Black Hills, led
an effort to repopulate the bison herds.
Made up of 58 tribes in 19 states, the
InterTribal Buffalo Council continues
to work toward reestablishing buffalo
herds on Indian lands.
Today, there are more bison in South
Dakota than any other state. The 2012
I don’t necessarily agree with this line
of thinking. In my mind, a family member
who is competent and has integrity can
definitely be the executor. “Executor”
just means they execute, thus the name.
They’re going to execute the wishes of
the will. If the family member has the
business acumen and trustworthiness
to execute the wishes and directives in a
will, then that’s perfectly fine.
Just remember to use some common
sense, too, when choosing an executor.
If you have an extremely complicated
estate, say 80 pieces of real estate with
investments and everything, you probably don’t want your 22-year-old niece,
nephew or grandchild who just graduated
college in charge of things. I would advise
choosing someone with a little more life
experience, and maybe some success in
the real world.
The people who say family shouldn’t
do this are the same ones who say you
shouldn’t have family in your business.
You can have family in both. You just
have to have good
boundaries, clear
roles, and honest,
mature people.
Make sure you give
clear instructions
and explanations
for your decisions,
too. Sit down with
your family, explain
who the executor’s going to be,
and why, along

with what the will
says. It’s also not
a bad idea to have
an initial reading
of the will while
you’re still alive. This communicates your
wishes personally and takes some of the
pressure off of the executor.

Congratulations on your upcoming
wedding! I’m really proud of you guys,
too, for your mature behavior where
money is concerned.
First, don’t pay anything of his until
after the wedding and you two are home
from your honeymoon. At that point,
“mine” and “his” becomes “ours,” and
you can realign your money situation to
reflect your total money makeover as
a couple. Make sure that “we” have an
emergency fund of at least $1,000 in the
bank at that point. Then, if you like, you
can throw the rest of what you previously
had in your emergency fund at the debt.
You can both also pile up cash between now and the big day, so that after
you two are official you’ll have even more
cash on hand. Who knows, you might
be able to knock out that student loan
completely and begin your life together
debt-free. That would be awesome!
