Habitat Pays: Knowing Your Options Labor Department Awarded $700,000
to Expand Apprenticeships

Our natural resources, the soil we grow
our food in, the water we drink and the air
we breathe are some of our most valuable
resources. As South Dakota’s producers
finish harvest and begin planning for next
year, we encourage producers to consider
the many conservation programs available
to them that can increase soil health, protect water quality and provide habitat for
wildlife, all while helping to improve their
financial bottom line.
Over the past few years, there’s been
a steady decrease in the prices producers
receive for the products they grow and
raise. At the same time, there has been little to no decrease in the cost of production.
To maintain a positive bottom line, it is
important that South Dakota’s farmers and
ranchers use every tool available to get the
most value from their operations.
In some cases, where landowners are
spending more to farm certain acres than
what they can earn from the crop, looking
at alternative uses for those acres may be
the next step. Turning land into habitat
can improve soil health and increase land
values. Plus, a wide variety of financial
incentives are available to landowners.
The landscape across the state is
as diverse as South Dakota’s farms and
ranches. No one approach or program will
fit every operation nor will it achieve all of
an individual producer’s goals. Just like the
landscape, diverse programs are available
to producers from state and federal governments and private entities that can provide
financial resources and technical assistance
to implement conservation practices. Additionally, there are advisors across the state
who work one-on-one with producers to
connect them with programs that fit their
operational goals.
To make it easier to learn about which
programs would work best for an operation, the South Dakota departments of
Agriculture and Game, Fish and Parks have
partnered over the past year to develop
and maintain the Habitat Pays website at
habitat.sd.gov. This website serves as a
one-stop-shop for finding state, federal and
non-governmental programs that provide
cost-share or technical assistance to
producers. The website includes contact
information for a variety of habitat advisors
who meet with landowners, learn the goals
they have for their operation and advise
them about options available to meet those
goals. It also features landowner video testimonials of how they are working in concert
with their local advisor to enhance habitat
on their property. We are proud to showcase a handful of these producers and the
work they are doing. These farm and ranch
families share their stories and offer insight
into how these programs and advisors have
been beneficial for their operations.
We know that the new year is an important time for producers to make decisions
about what their operation will look like for
the next year. As you look ahead to 2017,
we encourage you to utilize habitat.sd.gov
and consider how the available programs
may fit into your plan.

Comments Sought On Missouri
River Management Plans
PIERRE, S.D. – The South Dakota Game,
Fish and Parks (GFP) is requesting comments on fisheries management plans for
the four Missouri River reservoirs in South
Dakota. The 2017-2021 draft plans include
Lakes Oahe, Sharpe, Lake Francis Case and
Lewis and Clark.
Public comments must be submitted
by Dec. 9, 2016. Comments or requests for
printed copies may be submitted via email
to wildinfo@state.sd.us or sent to the South
Dakota Game, Fish and Parks, 523 E. Capitol Ave., Pierre, SD 57501. Comments will
be taken into consideration when preparing final plans for the GFP Commission to
review on Dec. 15-16, 2016 in Pierre.

“The fisheries and recreational resources of the Missouri River system in South
Dakota are public resources. It is essential
that public input be a consideration when
finalizing these plans, so they are reflective
of the public’s interests,” concluded John
Lott, aquatic resources chief.
PIERRE, S.D. – The Department of Labor
and Regulation (DLR) was recently awarded
a $700,000 State Expansion Grant from the
U.S. Department of Labor’s ApprenticeshipUSA program to increase the number of
pre-apprenticeships and Registered Apprenticeships in South Dakota.
One hundred apprentices total will be
served in the health support specialist,
skilled trades and manufacturing occupations. Target populations include the
underrepresented groups of women, Native
Americans, limited-English proficient individuals, youth and people with disabilities.
“The apprenticeship training model
combines work-based learning with related
classroom instruction using the highest
industry standards,” said state Labor and
Regulation Secretary Marcia Hultman. “It is
a viable opportunity to quickly and effectively close skills and training gaps, result-
ing in more workers employed in high-skill,
high-wage jobs.”
The grant will allow DLR to expand training opportunities such as distance learning
and soft skills development; educate job
seekers, businesses and parents of apprenticeship benefits; train staff through partner
meetings; align resources among private
and non-profit sectors; and report data
across management information systems.
Gov. Dennis Daugaard issued a proclamation to recognize Registered Apprenticeship
Week Nov. 14-18. This week is designed to
promote the importance of apprenticeship
training and the essential role it plays in the
educational development and diversification of South Dakota’s workforce.

Call For Artists: Art For State
Buildings Proposals
PIERRE, S.D. — South Dakota artists have
until February 24, 2017, to submit purchase
proposals for the Art for State Buildings
Program.
The Art for State Buildings program
was created for the purpose of adding the
work of talented South Dakota artists to the
state’s permanent art collection for display
in areas of state government buildings with
significant public access. Work purchased
will be installed in public access areas of
the Capitol and/or other state buildings on
the Capitol Complex in Pierre.
Proposals for purchase should be submitted to the South Dakota Arts Council, the
agency charged with managing the program.
South Dakota artists whose body of work
has contributed to the state’s cultural heritage and development are encouraged to
apply.
Proposals will be reviewed by an advisory committee to theSouth Dakota Arts
Council. Selection will be based on:
