SDHDA Hosting Listening
Sessions Regarding
Housing Programs
PIERRE, S.D. – South Dakota
Housing Development Authority
(SDHDA), in partnership with the
Governor’s Office of Economic
Development, will be hosting five
listening sessions around the state to
solicit comments on the 2020 Annual
Action Plan of the Consolidated
Plan and the allocation plans for the
HOME, Housing Tax Credits, Housing
Trust Fund, Emergency Solutions
Grant, and Housing Opportunity
Fund Programs.
The Consolidated Plan is a
five-year housing and community
development planning document
that includes how the Community
Development Block Grant
(CDBG), Emergency Solutions
Grant (ESG), Housing Trust Fund
(HTF) and the HOME Investment
Partnerships (HOME) program
funds will be allocated. The goals
of these programs are to develop
viable communities by providing
decent housing, a suitable living
environment, and expanded
economic opportunities to low- and
moderate-income persons.
Annually the state of South
Dakota receives approximately $12.4
million from the U.S. Department of
Housing and Urban Development
to support the CDBG, ESG, HTF and
HOME programs. As a prerequisite
to receive funds from HUD, South
Dakota must have an approved
Consolidated Plan and annual action
plans.
The Housing Tax Credit Program
is a tax credit incentive to construct,
acquire and/or rehabilitate housing
for low-income households through
the Internal Revenue Service. SDHDA
receives approximately $3.2 million
annually to allocate through this
program.
The Housing Opportunity Fund
(HOF) Program was created through
Senate Bill 235 during the 2013
legislative session. HOF Funds
can be used for rental housing,
homeownership, land trusts and
homelessness prevention activities.
The listening sessions are an
opportunity for the public to provide
their comments, suggestions and
ideas prior to drafting the 2020-2021
plans. The public will have another
chance to provide written comments
once the draft plans have been
released in March.
Persons interested in making
suggestions for changes to the
existing plans may do so by
appearing at one of the listening
sessions scheduled for Rapid City,
Pierre, Aberdeen, Sioux Falls and
Yankton, or by sending written
comments to SDHDA, PO Box 1237,
Pierre, SD 57501, by 5 p.m. CST, Feb.

Camera Workshop For Children
Planned At W.H. Over Museum
The first of a three-session camera workshop hosted
by the Friends of the W. H. Over Museum for children
ages 10-12 has been held. The second and third sessions
will be scheduled sometime soon. Pre-registration is
required and can be done by calling 659-6151. There is no
cost for this workshop.
During the second and third sessions, participants
will learn how to build a camera and a take a pin hole
photograph. Again, there is no charge for this class and
parents are welcome to attend. Class three will be held
in late April or early May and participants will be lent a
Kodak Brownie camera dating from the 1960s.
After instruction on photography techniques,
participants will take their camera home for a week and
be provided a roll of film which will hold 12 photographs.
The photographers, after using their roll of film will be
responsible for having it developed; they will then decide
which is their BEST print and it will be entered into a
photo contest which will be judged by the museum staff.
The winner will be awarded the camera they used to take
their award-winning photograph plus a new roll of film.
These workshops will be conducted under the
direction of Lynn Muller. There are several other
workshops that will be scheduled and presented after
the new year starts. Please call soon, as space is limited,
in order to provide adequate assistance and instruction
for the participating camera buffs.

At Free, Weekly Class
What is a travel counselor? What does a travel

counselor work?
Learn more about South Dakota travel and travel
counseling with this free, weekly class at the Vermillion
Public Library. The classes will be held on Thursdays
starting Jan. 2, from 10 to 11a.m. in the Small Conference
Room. This is an excellent opportunity for seniors and
other folks of retirement age.
Refreshments will be served. The Edith B. Siegrist

Seasonal Odd-Even Parking
Impacts Portions Of Vermillion
Odd-Even Parking seasonally impacts the following
areas: East/West streets between Dakota and Plum
(Cedar & National); North/South streets between Clark
and Main (Harvard, Yale, University, Willow & Pine).
This protocol allows for the streets to be plowed from
curb-to-curb. Plowing curb-to-curb is crucial, because
when snow is allowed to accumulate in the street, the
freeze-thaw cycle can be very damaging to the pavement.
Drainage problems also occur when the gutter area is
clogged by snow and ice. The most important factor is
safety. Many streets are bordered by parking spaces.
