Daugaard: Willing to
consider increasing
state highway taxes

PIERRE – In a major
change, Gov. Dennis
Daugaard said Tuesday he
wouldn’t oppose raising taxes
for maintaining and
improving South Dakota’s
roads and bridges during a
second term.
Daugaard made his
comments in response to
parts of a questionnaire from
seven daily newspapers sent
to the two Republican and
two Democratic candidates
for governor.
The Legislature’s
Executive Board recently
selected road and bridge
funding as the topic for a
special study this summer
and fall.
That decision indicates
the topic is likely to be
considered in the 2015
legislative session that opens
in January.
Daugaard and former
state Rep. Lora Hubbel are
seeking the Republican
nomination for governor in
the June 3 primary elections.
Hubbel hadn’t returned
her questionnaire at the time
this story was written. The
deadline for the responses
was 8 a.m. Tuesday.
The two Democrats, state
Rep. Susan Wismer of
Britton and Joe Lowe of
Piedmont, had somewhat
opposing responses on
raising the motor fuel tax
rates.
Wismer wants to see what
Congress does first. “It
depends in large part on
whether the federal
government continues to
give us more money that we
pay in federal gas tax,” she
said.
Lowe said he supports
increasing the taxes. He said
22 percent of major roads are
in poor or mediocre
condition and 25 percent of
bridges are structurally
deficient or obsolete.
Wismer and Lowe each
agreed with the 2011
legislation that raised license
plate fees in two rounds of
increases in 2011 and 2013.
Daugaard said during his
2010 campaign that he didn’t
favor tax increases of any
kind.
He instead instituted
austerity steps as governor in
2011. On roads and bridges
specifically, he tried but failed
to block increases in state
license-plate fees in 2011.
The Legislature overrode his
veto.
His administration
steadily worked against other
legislation in the past four
years that attempted to
generate additional road and
bridge revenue for counties
and townships.
“South Dakota's highway
system is currently in good
condition. However, the state
has seen the purchasing
power of the gas tax go down
over time, because we tax
gasoline per gallon rather
than per dollar. That means
that, unlike the sales tax, gas
tax revenue does not go up
with inflation,” Daugaard
said.
“I also know that many
county and township officials
believe that local road
funding is also an issue,” he
continued.
“When I ran for governor
four years ago, I promised
that I would not support tax
increases, and I have kept
that promise. I want to
participate in a discussion
about future transportation
needs, however, without
taking any options off the
table, including proposals to
restore the purchasing power
of the gas tax,” he said.
Daugaard said he vetoed
the 2011 legislation because
he “did not believe that we
should raise taxes at a time
when the state was
recovering from the
recession.
“I also believed that the
state should undertake a
comprehensive look at
transportation needs, rather
than increase one revenue
source in isolation, and I am
glad that discussion is now
taking place,” he said.
The state tax on gasoline
for highway use is 22 cents
per gallon. There is a 2-cent
exemption for gasoline that is
a 10 percent ethanol blend.
The diesel tax is 22 cents.
Biodiesel is 20 cents. E-85 is
10 cents.

The Heartland Humane Society recently held a ribbon
cutting to celebrate their new location. In April 2014
they moved to their new location at 3400 E. Highway
50 in Yankton. The Heartland Humane Society shelter
serves as Vermillion’s animal shelter for surrendered
and adoptive animals.
