DEER NUMBERS RECOVERING

After the 2012 drought set the area’s
deer back, South Dakota Game, Fish &
Parks (GF&P) officials say they’re seeing the
population in the Yankton region starting to
rebound.
Julie DeJong, regional wildlife manager
with the GF&P, told the Press & Dakotan
that there are good signs the population is
recovering in the area.
“What we’re seeing in a lot of our
regions is, we’re not seeing the 1:1 ratio of
fawns to does,” DeJong said. “What we saw
last year is a good positive number. We had
1.4 fawns per doe, which is a good ratio.
That means at least more than one fawn for
every doe is making it to the fall. We also
look at data, during that time, on how many
bucks there are per doe and what we found
in Yankton County last year was for every
one buck, there were about three does.
That’s a good indication of a recovering
population.”
To judge population trends, GF&P uses
harvest data gathered by deer hunters the
previous fall. DeJong said the department
is looking over those numbers to see if the
trend has continued.
“The fawn-to-doe ratio and the buckto-doe ratio are really good indicators and
good signs that the population may be
turning around, but right now we haven’t
been able to do the population trend estimates yet because we just got our harvest
data back,” she said. “It’s going to take us a
couple of weeks to look at those trends and
see where we might go with tags in the near
future.”
DeJong said the deer in the Yankton area
are rebounding from a period of disease
that was attributed largely to 2012 drought.
“During the drought, we had a natural
disease called EHD (Epizootic Hemorrhagic
Disease) and it’s spread by these little flying midges,” she said. “The populations of
these midges do really well in drying mud
flats, so in years when you have drought,
you’ll see more of these midges. If they’re
carrying that disease, they’ll spread it from
one deer to the next, as deer also cluster
around these hard-to-find water bodies
during the drought. You’re bringing deer
into higher concentrations in areas where
you have these midges and they’re able to
spread the disease a little bit quicker and
more efficiently.”
DeJong said a couple thousand deer
were reportedly found dead along the
Missouri and James rivers at this time in
southeast South Dakota. The department
pulled back on the issuance of buck and
doe tags following the drought to give the
populations a chance to recover.
DeJong said one of the things the
department hopes to see is populations
moving away from the river.
“There’s always plenty of deer, it seems,
down along the river by the Boy Scout camp
(west of Yankton) and in those kind of areas
— that’s kind of our core population,” she
said. “What we’re hoping is, some of those
deer will move north and start repopulating
some of the other parts of Yankton County.”
She added that an improved weather
pattern contributed to the recovery.
“They had a good summer last year
without any really catastrophic weather
events,” she said. “There was no drought,
there was plenty of water and it was good
conditions for reproduction and for the
fawns to grow. And this last winter was a
mild winter — we’ve had a couple of mild
winters without much snow — deer are able
to find food and not need too much cover.
Down there along the river, they’re doing
really well and I think if that continues, we’ll
see a good increase in their population.”

Brule Township Landowners and Farm Operators:
The Brule Township Board of Supervisors will again be addressing three
items of roadway maintenance in 2015: maintaining the width of legal
right-of-ways, ditch cleaning, and clearing ditches of obstacles such as
weeds, trees, rocks, and junk.
I. Right-of-ways
Thank you to those who have not farmed into the right-of-way, and to those
who pulled back from the right-of-way last year. Your cooperation is greatly
appreciated.
South Dakota Codified Law sets the width of public roadways at sixty-six
feet and requires maintaining the full width – including the ditches. Failure to
do so exposes the landowner and local government to liability in case of an
accident. State law also forbids filling or farming into ditches, and prescribes
both criminal and civil penalties for doing so (31-32-7 & 8).
There has been an increasing emphasis by state and county governments
to enforce right-of-way widths. The Township Board of Supervisors is charged
with the responsibility of maintaining the township roads and right-of-ways
and will act as necessary to protect the integrity of the roadways and ditches
within the right-of-way and to maintain the right-of-way width. Costs for willful
encroachment may be recovered from the landowner.
The Board of Supervisors is asking all landowners and farm operators to
be sure the right-of-way is not being encroached upon along their properties.
Following the spring 2015 planting, the Board will be reviewing the right-ofways and will take action to preserve the right-of-way in accordance with state
law. Violations of the right-of-way may result in criminal and/or civil penalties.

Ditches along the roads were built and are maintained for the purpose of
keeping water from standing near the road and softening the roadbed, which
can lead to damaged roads that can be both dangerous and expensive to
repair. The Board will be setting the priority areas for ditch cleaning in the
coming year and communicating with adjacent landowners. Landowners will
receive written communication and will have the opportunity for feedback
prior to work starting. The cost of cleaning ditches is the responsibility of the
adjacent landowner. In some cases, Brule Township may share the cost of
cleaning, depending on the circumstances of each ditch.
III. Clearing Ditches of Weeds, Trees, Brush and Other Obstacles
SDCL 31-32-3.1 prohibits dumping any material or cargo in the right-of-way,
including rocks and other debris. SDCL 31-31-2 assigns land owners the
responsibility to remove weeds, trees, brush, and other debris from the rightof-way (ditches). Failure to do so could result in the township hiring the work
done and assessing the cost to taxes of the adjacent land.
Please help keep the township roadways in good shape by respecting the
right-of-way and keeping the ditches clear of obstructions. Doing so will make
the roads safer for the motoring public, reduce maintenance costs, and make
winter snow removal easier and quicker.
As a landowner in Brule Township, the responsibility for these items is
yours. If someone else is farming your ground or residing on your property, it
is your responsibility to inform them of the contents of this letter.
