Why are the
roads failing?
As money has become
an issue over the years,
thanks in large part to
not having additional
revenue through various
taxes not being passed –
i.e. the wheel tax – the
county has struggled to
keep up with the
escalating use of its roads.

4:30 p.m. — A deputy investigated a complaint from a Meckling resident that his neighbor was shooting
a gun in the area. Upon investigation it was being done in a safe and
legal manner.
MONDAY, DEC. 8
10:35 a.m. — A deputy investigated a report of dumped puppies
along rural roads in Wakonda. It was
learned that the man had found
homes for all of the dogs.
9:53 p.m. — Speeding east of
Wakonda. The vehicle was stopped
and the driver was found to have a
warrant in Union County. The man
posted the bond required and was
released.
TUESDAY, DEC. 9
6:45 p.m. — Car/deer crash on
the Burbank Road.
WEDNESDAY, DEC. 10
8:02 a.m. — Injury accident on

Highway 50 west of Vermillion. The
injuries were minor. Another person
associated with the driver also
arrived and was eventually arrested
for a domestic assault.
11:15 a.m. — The School
Resource Officer investigated a
report that some students were
making plans to smoke marijuana.
Since it involved plans and not previous acts, parents were notified so
they could handle the issue at
home.
3:47 p.m. — Welfare Check of a
woman and her kids in Wakonda.
The family was fine with no need of
concern.
THURSDAY, DEC. 11
7:15 a.m. — An inmate was
transported from the Yankton
County Jail to the Clay County Jail
to be held for a court appearance.
1:37 p.m. — An inmate was
returned to the Yankton County Jail
SUNDAY, DEC. 7
12:44 a.m. - Officers conducting
bar checks in the downtown area
observed a male attempting to enter
a bar with identification that
belonged to someone else. Officers
spoke with the male and were able
to identify him as under the age of
21 and were able to confirm he had
consumed alcohol. Due to the male's
cooperation upon contact with the
officers, he was cited only for
Underage Consumption and
released.
1:00 p.m. - A caller reported their
vehicle was egged. Officers documented the incident and found no
damage had been done to the vehicle.
MONDAY, DEC.8
9:30 a.m. - An officer responded
to a report of a two vehicle accident.
No involved persons were found to
be injured in the accident. Officer's
investigation of the incident resulted
in a male driver being cited for a
stop sign violation.
10:02 a.m. - An officer responded to a report of a two vehicle accident. No involved person were found
to be injured from the accident. Upon
investigation of the incident, a
female driver was cited for unsafe
backing.
TUESDAY, DEC. 9
12:51 a.m. - Officers responded
to a complaint of loud music coming

from a residence. Officers arrived in
the area and confirmed the noise
complaint and the source of the
noise. Contact was made with a resident of the house and the male resident was issued a citation for Noise
Prohibited.
3:45 a.m. - Officers responded to
a report of a domestic incident
between a male and female. The
investigation on scene resulted in
the male being arrested for domestic
assault charges.
WEDNESDAY, DEC. 10
2:03 a.m. - An officer noticed a
vehicle stopped blocking traffic flow
and another subject on a bicycle
stopped in front of the vehicle. The
officer drove around the block and
noted the vehicle had moved toward
the curb but was parked illegally.
The officer made contact with the
driver and determined the driver was
intoxicated. She was arrested for
DWI.
THURSDAY, DEC. 11
2:32 a.m. - An officer responded
to a residence for a report of loud
music or noise from a neighboring
residence. The source of the noise
was identified and the officer
attempted to make contact with the
resident or person present. No one
at the home would answer the door
for the officer so an officer on the
next shift was asked to follow up
with the residents. The following

5:11 p.m. — A deputy received a
report of a person modifying a check
that had previously been cashed
and cashing it again. The matter is
under investigation.
5:30 p.m. — A rural resident
near Wakonda reported someone
cut her horse's mane. This is the
second time this has occurred. The
matter is under investigation.
8:54 p.m. — A vehicle was
stopped and the driver was cited for
speeding on 455th Avenue near
Wakonda.
FRIDAY, DEC. 12
6:48 a.m. — A deputy investigated a car/deer accident on 302nd St.
east of Wakonda.
2:02 p.m. — A deputy investigated a report of a theft of a check
from a rural business. The check
was cashed outside of Clay County.
The matter remains under investigation.
3:08 p.m. — A rural resident
reported a scam call from someone
claiming to be from the IRS. The
intended victim recognized the call
as a scam and hung up so no
money was lost.
8:48 p.m. — A deputy responded to a report of a vehicle westbound in the eastbound lane of
Highway 50 near Meckling. The
vehicle was not located. Yankton
County was notified.
SATURDAY, DEC. 13
6:38 a.m. — A deputy assisted
with a death investigation in
Vermillion and served as deputy
coroner to certify the death which
was determined to be of natural
causes.
6:00 p.m. — A deputy responded to a car/deer crash west of
Vermillion
morning, an officer made contact
with the renter
7:33 a.m. - Officers received a
complaint of a theft of a vehicle. The
vehicle was located in town and later
returned to the owner. Investigation
continues.
2:03 p.m. - Officers responded to
a complaint on a parked vehicle.
When contact was made with the
vehicle owner, it was reported the
vehicle had been moved without the
owner's knowledge. The vehicle was
returned to the owner and the investigation into the vehicle theft continues.
2:31 p.m. - A caller reported
fraudulent charges on their debit
card. Officers are investigating.
3:54 p.m. - A local business
reported catching two shoplifters.
Officers investigated the incident and
one subject was charged with theft.
FRIDAY, DEC. 12
2:24 a.m. - An officer responded
to a complaint on a vehicle following
too closely to the Safe Ride Bus.
The officer located the vehicle and
observed the vehicle fail to stop
when leaving a private driveway. The
officer stopped the vehicle and made
contact with the driver. The driver
was found to be intoxicated and
arrested for DWI and open container
in a motor vehicle.
4:56 a.m. - Caller reported her
vehicle damaged and items stolen.
Officers responded and documented
vehicle damage and the theft of
items. Investigation continues.
6:22 a.m. - Caller reported items
missing from their vehicle. An officer
responded and noted the items
taken from the vehicle. Theft investigation continues.
7:33 a.m. - Caller reported damage to and theft from her vehicle.
Under investigation
11:05 a.m. - An officer responded to a report of items missing from
a vehicle. The caller reported a
handgun missing from his vehicle
from when he parked the night
before. Officers are investigating.
11:43 p.m. - Officers were contacted by a local business reference
the attempted use of fake identification cards. Officers were provided
with two identification cards, one
which was learned to be fictitious.
Officers are continuing their investigation.
SATURDAY, DEC. 13
1:22 a.m. - An officer stopped a
vehicle for a stop sign violation. The
driver was found to be intoxicated
and was arrested for DWI.
10:31 p.m. - Officers responded
to a report of a domestic disturbance
between a male and female. Upon
investigating the incident, the male
subject was arrested and charged
with Interference with Emergency
Communications.

“Run down roads and
bridges will drag down
our economy, create
excessive vehicle repairs
and create a very unsafe
transportation system,”
Powell said. “Sixteen
dollars might mean a lot
to some but it is a
justified users’ tax.”
It’s not wise to tell
anyone how to spend
their money or how much
is not much, but when
the cost benefits could
leads to a lack of financial
loss down the road that

years and that means
more travelers. More
travelers means more use
of roads and that means
more wear-and-tear.
Thus the loss of
revenue would directly
impact that wear-andtear as the funds weren’t
there to keep up in the

“Through the years the
counties have received
less and less federal and
state funds for road and
bridge repair,” Packard
said. “At this same time
the county has become
responsible for more and
more expenses over and
above road and bridges.

funding has been cut,
eliminated, or laws passed
in Pierre with unfunded
mandates, which force the
county government to
increase spending on
these and similar
important areas.

years, Clay County has
