Sen. Betty Olson, RPrairie City, fell one aye
short of winning Senate
approval Wednesday for her
legislation that would have
put South Dakota on daylight
savings time year round.
Naturally Lt. Gov. Matt
Michels couldn’t resist teeing off some good lines as he
presided over the debate.
“Sen. Olson, does anybody really know what time
it is?” Michels asked.
“Not out in my neck of
the woods,” Olson replied.
The roll call on SB 60 produced 17 ayes and 16 nays.
Legislation generally needs
at least 18 ayes for Senate
passage.
“Would you like to
reconsider this in an hour?”
Michels asked.
She declined.
CHILD ABUSE: The Senate approved a definition
for child advocacy centers
Wednesday. They are places
that will provide training for
law enforcement and people
involved in handling child
sexual-abuse cases.
They also would be
places where children in
such cases can be processed
so “they are not victimized”
again, Sen. Deb Soholt,
R-Sioux Falls, said. She is
chairwoman of the Jolene’s
Law task force that has been
working on child sex-abuse
issues.
Soholt said the official estimate is that 4,000 children
in South Dakota experience
sexual abuse each year. “We
know that number is highly
under-represented,” she said.
Sen. Art Rusch, RVermillion, spoke from his
perspectives as a prosecutor
for 12 years and a judge for
18 years. He said “so many of
the cases” he saw were badly
investigated and the children
were badly interviewed that
convictions were difficult.
He said that in other
states people have been
wrongly convicted because
of what was presented to
children during interviews.
He said the centers will be
“a tremendous step forward”
to train law enforcement and
interviewers.
The vote on SB 21 was 330. The measure now goes to
the House of Representatives.
NO HAMMER: Rep. John
Wiik, R-Big Stone City, offered
the amendment Wednesday
that removed some enhanced
penalty provisions from a
regulatory bill dealing with
gas stations.
The House Commerce
and Energy Committee approved his change on a voice
vote. The committee then
unanimously endorsed the
amended bill, HB 1031. The
full House of Representatives
will consider it next week.
“It’s a beginning. It’s a slippery slope,” Wiik said about
allowing state inspectors to
charge businesses if their fuel
documents weren’t immedi-
ately at hand. “I’m going to
go against the heavy hand of
government on this.”
His amendment came
on the heels of testimony
against that section by
Dawna Lietzke, executive
director for the South Dakota
Petroleum and Propane Marketers Association.
She said bills of lading
for fuel deliveries weren’t
required until after the 2012
dispute over octane ratings.
The state Department of
Public Safety wanted to be
able to charge for the cost of
time spent locating documents if the retail establishment didn’t have the required
documents on site at the time
of the inspection.
Department lawyer Jenna
Howell said the intent was to
only cover the actual costs.
“The documents are supposed to be on site,” Howell
said.

begin its "Blind Date with a
Book" campaign on Monday,
February 1st. The campaign
is a joint effort of the Public
Library and the Friends of
the Vermillion Public Library
organization.
All of the books have been
recommended by a member of
the Library staff. If interested,
you can visit the Library
display in the west lobby to
choose a book from the selection of gift-wrapped books.
You won’t know the identity
of your book until you get it
home! In exchange for the free
“Blind Date” book, patrons are
encouraged to visit the Edie’s
Book Shop. Located in the
Library’s basement, Edie’s is
open Fridays & Saturdays, 10

For the second year the Heartland Humane Society
(HHS), which serves both Yankton and Clay Counties is
offering you a chance to treat your sweetheart to gourmet
treats while providing animals in need with much needed
care.
The Heartland Humane Society is offering Fur-Ever Yours
Cupcakes to be delivered the weekend of Valentine’s Day.
“Each order will include a six-pack of cupcakes including
two mocha, two white champagne and two red velvet cupcakes made by cupcake artists,” said Kerry Hacecky, HHS
executive director. “This is our second year for the event.
Last year we got a lot of support from both the Vermillion
and Yankton communities. It is fun for board members as it
is a way to deliver happiness to the door of the people who
support us and the board gets to go out into the community
and say thank you for keeping our doors open.”
Hacecky noted that with your purchase you can include
delivery and a handwritten note.
“Right now we are taking orders for the cupcakes,” she
noted. “We can take up to 350 orders. We are limited to 150
orders in Vermillion and 200 orders in Yankton. With that
we will be able to cover the vaccinations for 350 animals at
Heartland.”
Hacecky said that currently about 115 orders per community have been received and they are very excited to see
how the event has grown since the inaugural event last year.
“Last year was pulled together rather late,” she said. “We
are much more organized than last year – we kind of looked
at it as a trial Run. We sold 150 orders last year so this year
we have made a lofty goal of 350. I guess our ultimate goal is
to do more than we did the year before. Every order makes
a difference.”
Generously donating their time and talents to make the
cupcakes are Willa B’s Bistro in Yankton and Shelly Husby in
Vermillion.
“If we reach or goal and will still have more orders we
will work with bakers,” Hacecky said. “No orders will be
taken after noon on Feb. 10.”
In conjunction with the Fur-Ever Cupcakes event Heartland is also running an adoption promotion which ends on
Valentine’s Day.
“This promotion we are offering cat adoptions at $14
and selected dog adoptions at $75, which is half price,” she
said. “We did have a rush of adoptions in January which was
phenomenal. We currently have about 20 cats and 12 dogs
available – a variety of small to big dogs, young to old cats
with good personalities.”
She said because of the rush they had they are working
to with foster homes to bring in dogs.
“There are more coming in the next week or two,” said
Hacecky. “We have been so fortunate with cat adoptions
going so well. We are trying to fill the cages. It is very rare
to be in this situation. We adopted out more than 20 cats
in January, which was one of our biggest cat adoptions on
books for Heartland.”
Historically HHS adopts between 15-25 animals a month.
“Our goal for 2016 is to adopt out 350 animals this year,”
Hacecky said. “It is our big goal for the year to increase the
number of animals coming in and adoptions monthly. It was
a relief to staff to set new goals and see that they are very
attainable.”
To order Fur-Ever Cupcakes there are several options,
Hacecky said.
“You can order today by completing the form at the website, Heartlandhumanesociety.net, or by calling HHS at 605664-4244 or emailing hhs4@midconetwork.com,” she said.
“They can also stop in to our facility and place an order.
All payments must be received by Feb. 10, unless they are
picking up their order, in which case we will accept payment
(cash, check or credit card) when picked up. All deliveries
must be within Yankton or Clay County.”
